In a significant move toward fiscal accountability, the Government of Uganda has initiated a sweeping anti-corruption investigation into the management of Uganda Airlines. This joint operation, conducted by the State House Anti-Corruption Unit (SHACU) and the Criminal Investigations Directorate (CID), follows a series of reports detailing operational irregularities and financial discrepancies within the national carrier.

Coming just days before the 2026 general elections, the probe reinforces the executive’s stance on “Zero Tolerance for Corruption, high-profile public investments that rely heavily on taxpayer funding.

The Scope of the Investigation

The inquiry was formalized through a letter dated January 7, 2026, authored by Mr. Fed Lumala on behalf of the CID Deputy Director for Economic Fraud and Anti-Corruption. Addressed directly to the Chief Executive Officer of Uganda Airlines, Ms. Jenifer Bamuturaki, the document outlines a demanding request for records spanning the 2024/2025 financial year.

Investigators are focused on three primary areas of concern:

  1. Abuse of Office: Allegations those senior officials may have bypassed established protocols for personal or third-party benefit.
  2. Embezzlement of Funds: Scrutiny over the disbursement of funds that appears unaccounted for in the airline’s operational ledgers.
  3. False Accounting: Discrepancies between reported expenditures and actual service delivery, particularly regarding fuel procurement and aircraft leasing.

Key Documents and Procurement under Scrutiny

The State House and CID have requested an extensive list of certified documents to facilitate a forensic audit of the airline’s recent transactions. Central to the probe are the procurement files for several key service providers, including Mixjet Flight Support Services, Associated Energy Group, and Nyanzi Tours and Travel.

Additionally, investigators are scrutinizing the following:

  • The Boeing Acquisition: Minutes from the Contracts Committee that approved the controversial shift toward purchasing Boeing aircraft, a move that some critics claim deviated from the airline’s original Airbus-centric long-term strategy.
  • The London Route Launch: Financial records and a list of companies involved in supporting the launch of the Entebbe-London route, which has faced multiple delays and high startup costs.
  • Infrastructure Projects: Procurement files related to the construction of the Uganda Airlines head offices in Entebbe.
  • Internal Audits: The Internal Audit Report for FY 2024/2025, which is expected to reveal whether internal red flags were ignored by management.

Operational Turbulence and Public Outcry

The timing of this probe coincides with a period of significant operational strain for the airline. In December 2025, passengers faced a wave of unannounced flight cancellations and delays. Management attributed these disruptions to a limited fleet and the grounding of aircraft for scheduled maintenance. However, the Uganda Civil Aviation Authority (UCAA) has also indicated it will conduct its own investigation into these service failures to ensure passenger rights were not violated.

Public sentiment has been further inflamed by the fact that Parliament recently approved a supplementary budget of UGX 422.26 billion for fleet expansion. Critics, including Opposition Leader Joel Ssenyonyi and MP Ibrahim Ssemujju, have questioned why such massive sums are being funneled into a carrier that continues to report mounting losses and governance challenges.

The Path Forward

Ms. Natasha Mariam, spokesperson for the State House Anti-Corruption Unit, confirmed the authenticity of the investigation, urging the public to allow the detectives to complete their work. While the probe does not automatically imply guilt, it places the leadership of Uganda Airlines under a microscope at a time when the carrier is seeking to justify its role as a strategic national asset.

As the CID and SHACU begin processing the requested banking records, ticketing accounts, and cash receipt registers, the results of this investigation will likely determine the future of the current management team. For a national carrier revived in 2019 to symbolize Ugandan pride and connectivity, the stakes could not be higher.
